  • Bail Reform Law Needs a Fix for the Most Violent, Senate Panel Told

    By PAULA TRACY, InDepthNH.org CONCORD - In a proposed change to the state's bail reform law, those accused of violent crimes against individuals would appear before a judge rather than go to a bail commissioner.The 2018 bail reform law is not working entirely and law enforcement and at least one mayor would like to see changes, they told the state Senate Judiciary Committee.For the most violent crimes, defendants should be detained until they can go before a judge, senators were told on Wednesday."Victims of crime deserve much more than we are giving them," said Allen Aldenberg, chief of Manchester Police who testified in support of Senate Bill 248.Sponsored by state Sen. Daryl Abbas R-Salem, a similar bill offered by Democrats, Senate Bill 252 was also heard.  Buzz Scherr, an elected police commissioner in Portsmouth and a law professor, said he appreciated Aldenberg's testimony but said some of the examples he listed would not be impacted by this potential law because they had allegedly committed misdemeanors.

  • Two Education Freedom Account Changes Fail to Find a Majority

    By GARRY RAYNO, InDepthNH.org CONCORD — Changes to the Education Freedom Account program split the House Education Committee Wednesday and will be debated on the floor of the House later this month. The committee split 10-10 along party lines on House Bill 430, which would require most students to attend a public school for one year before applying to the program, and House Bill 367 which would raise income eligibility to 500 percent of the federal poverty level from the current cap of 300 percent.

  • Waypoint Appeal: Urgent Need for Survival Gear for Homeless Youths

    Waypoint RAPID RESPONSE appeal: urgent need for survival gear for youth February 1, 2023, Manchester, NH…With bitter cold in the New Hampshire weather forecast, and limited capacity to shelter youth experiencing homelessness, Waypoint is putting out this urgent request to the community for donations of survival gear including the following:  sleeping bags, winter jackets, tents, hand and foot warmers, gloves, hats, and blankets.  Donations may be dropped off between 8:30 am and 4:00 pm, this Thursday and Friday, at the agency headquarters at 464 Chestnut Street in Manchester, or at the Youth Resource Center on 3 Wallace Street in Rochester.   Waypoint made over 1,500 contacts with youth experiencing homelessness in New Hampshire last year and has seen an influx of young people since the opening of the agency’s new overnight emergency shelter and youth resource centers last fall.  The agency’s 14-bed shelter cannot accommodate the current and growing need. Staff report that most of the young people they see feel that they have no options for returning home or accessing shelter where they feel safe.“While the goal is to end youth homelessness altogether,” says Borja Alvarez de Toledo, president and CEO of Waypoint, “as long as there are young people out there fighting the elements in places not fit for human habitation, it is imperative that we do what we can to mitigate their suffering, optimize their safety, and help them to survive.
