“The court finds that the circumstances presented here, however, warrant the appointment of counsel to represent the plaintiff in this case,” Federal Magistrate Judge Andrea K. Johnstone wrote.
As of Oct. 31, 2018, approximately 46 adults and 4 children were being involuntarily “boarded” in emergency rooms.

Opponents say the domicile law is burdensome to college students and homeless people.
Scientific and anecdotal evidence suggests that a person who abuses animals also has a higher likelihood of hurting other people.
The court also found that some populations, such as the homeless, would be disproportionately burdened by the law.
