The Joint Legislative Fiscal Committee approved spending $7 million in federal economic money for upgrades and renovations to the Crotched Mountain School campus.
Seeking not to upset the traditional extreme provocation defense, a committee of conference members crafted changes to a bill that would prohibit using the “gay panic” defense in a criminal assault or homicide case or other violent crimes.
Conferees initially failed to agree Wednesday on House Bill 75 that would divide Strafford County into three county commissioner districts which left the bill’s fate in the hands of the House Speaker and Senate President.
The Senate’s lead negotiator on a bill to establish an election portal left little room for compromise with the House until later in the day.
The celebration last week over the bipartisan approval of the next biennial budget was certainly noteworthy, but despite the festivities there are some long standing problems the budget begins to address but does not solve.
The House Thursday agreed with no debate to a $277.7 million capital budget bill as members decided what to do with House bills the Senate changed.
The Senate did remove all of the retirement spending and instead wants to appoint a commission to study additional benefits in light of the long-term stability of the system which has a considerable unfunded liability.
Without any serious opposition, the House Thursday agreed to the $15.2 billion budget package approved by the Senate the day before.
Something is better than nothing, the House said Thursday as it approved watered-down language on landfill siting near water bodies.
