William Kelly is listed on the state police sex offender registry after being convicted in March of 2009 of felonious sexual assault with a victim 13 or older and under 16 with an age difference of more than three years.
The judge in the defamation lawsuit Eric Spofford filed against New Hampshire Public Radio for the story alleging he engaged in sexual misconduct when he owned Granite Recovery Centers said he found no “actual malice” in their reporting.

A Dec. 6, 2022, email from Senior Attorney General Myles Matteson to Terry Pfaff, COO of the General Court, outlined a credible complaint that former Republican Rep. Troy Merner didn’t live in the Lancaster district he was elected to represent in the House.
State Rep. Kat McGhee, D- Hollis, said Wednesday that she was interviewed last week by the Attorney General’s Office about statements she made about former Republican Rep. Troy Merner, who has since resigned and been arrested.
A letter from House Speaker Sherman Packard’s office told House members what happened regarding the investigation into former Republican Rep. Troy Merner’s domicile that led to Merner’s resignation and arrest, but never mentions Packard’s name, referring only to what was done by the “Speaker’s Office.” See letter at the end of this story.
Former Republican state Rep. Troy Merner who now lives in Carroll has been arrested and charged with one class B felony count of wrongful voting, and misdemeanor charges of theft by deception, unsworn falsification and tampering with public records.
