Parents Charged in Child Neglect Case; Home Condemned in Hillsboro

HILLSBORO, NH — On June 4, officers responded to a residence on Second NH Turnpike in reference to a child neglect investigation.

Investigators determined that two female children, whose exact dates of birth are still unknown but are approximately 3–4 and 6–7 years old, were living with their parents in deplorable conditions. Search warrants executed at the residence revealed extensive unsanitary conditions consistent with long-term neglect.

Investigators observed significant accumulation of waste and decaying materials throughout the home, including in the children’s bedroom. Large quantities of trash were present, creating severe sanitation issues. Mold growth was widespread, covering large portions of the walls and ceilings. Officers also located narcotic-related paraphernalia within the residence.

The investigation further revealed that pets had been abandoned; those animals have since been rehomed with assistance from the SPCA. Due to the condition of the property, the residence has been condemned by the town’s Code Enforcement Office. With the assistance of the New Hampshire Division for Children, Youth and Families (DCYF), the children are currently in the care and custody of the State of New Hampshire.

The parents have been charged in connection with this investigation: Joseph Tafuri, 34, of Hillsboro (formerly of New York), is charged with two counts of Endangering the Welfare of a Child, Cruelty to Animals, and Prohibited Conduct (narcotic-related). Leanna Marsar, 33, of Hillsboro, is charged with two counts of Endangering the Welfare of a Child, Cruelty to Animals, Prohibited Conduct (narcotic-related), and Falsifying Physical Evidence.
