A Manchester doctor has been arrested in connection with the sexual assault of a patient in his
care.

Dr. David Vargas Lowy, a pediatric neurologist in Manchester, was arrested today, December 17,
2025 after a months long investigation. In September, it was reported to Manchester Police that
Vargas Lowy had sexually assaulted a female juvenile during an office visit.

The Manchester Police Juvenile Unit immediately began an investigation, and through that also
determined that Vargas Lowy had changed medical records pertaining to the victim. This week a
warrant was issued for Vargas Lowy’s arrest, charging him with Felonious Sexual Assault and
Falsifying Physical Evidence.

Vargas Lowy is being held at the Valley St Jail pending
arraignment.
