The Office of the Chief Medical Examiner has confirmed the identity of the victim as Darlene Phillips, 62, of Concord. Phillips’ cause of death was determined to be carbon monoxide toxicity and thermal injuries, and the manner was accidental. 12 other people were displaced as a result of the fire. The investigation is ongoing and no additional information is available at this time.

CONCORD, N.H. – New Hampshire State Fire Marshal Sean P. Toomey and Concord Fire Chief John Chisholm announce a joint investigation is underway following a fire at an apartment building. One person is deceased.
At 6:28 p.m. today, July 15, 2025, members of the Concord Fire Department responded to 151 Manchester St. in Concord to investigate reports that an apartment building was on fire. Additional callers indicated a person was trapped on the second floor.
The first arriving crews reported intensive flames coming from the second floor and began efforts to extinguish the flames. Mutual aid assistance was requested, and firefighters from multiple surrounding communities responded. The fire was determined to be under control at approximately 8 p.m.
During a search of the building, an adult female was located deceased on the second floor. The victim will be transported to the Office of the Chief Medical Examiner for an autopsy to verify their identity and confirm their cause and manner of death.
No other residents or firefighters were injured. Members of the American Red Cross have responded to the scene and are assisting multiple residents who have been displaced as a result of the fire.
The New Hampshire State Fire Marshal’s Office and the Concord Fire Department are actively investigating the origin and cause of the fire.
