3 Members of Hands Off Medicaid Arrested at End of Conference Committee Meeting

Four State Police Officers took three protesters into custody Tuesday just as the Conference Committee on the state budget was wrapping up its meeting in the Legislative Office Building.

CONCORD – State Police arrested three people after they dropped to the floor in Room 210 at the Legislative Office Building where the Conference Committee on the state budget was just winding up its meeting Tuesday afternoon.

Just after budget conference committee members were ready to adjourn, three members of the Hands Off Medicaid Campaign dressed in black, stepped from their seats and laid down on their backs by the tables where the legislators were sitting. 

“Clear the room, ” said security director Chris Vetter as Jules Good began reading statements from Medicaid recipients from the floor.

Four State Police officers took into custody Sarah Chapman, Jules Good, and Lisa Beaudoin and brought them downstairs via the elevator and then on to Troop D barracks.

Department of Safety Spokesman Tyler Dumont said: “Troopers have taken three people into custody at the Legislative Office Building in Concord for refusing to leave the building after it closed. Additional information will follow.”

The three individuals, later identified as Sarah Chapman, 44, of Nottingham, Juliana Good, 25, of Newmarket, and Lisa Beaudoin, 54, of Concord, were each charged with one count of disorderly conduct and released on personal recognizance bail, police said. They are scheduled to appear in Concord District Court on August 8, 2025.
