Police: Man Damages Cruisers in Rochester, Leads Second Interstate Pursuit in Days

ROCHESTER, New Hampshire – On August 1, 2023, at approximately 12:20 p.m., New Hampshire State Police Troop A was made aware of a certain vehicle that was parked within a public parking lot in the City of Rochester. 

This vehicle was known to several Seacoast law enforcement agencies, due to multiple recent contacts.  Most notably, the vehicle was involved in a multi-town pursuit on July 27, 2023, after the driver had intentionally damaged several Newmarket Police cars.  On that occasion, New Hampshire State Troopers were able to locate the vehicle, although the operator failed to stop and continued driving in a reckless manner.  Due to dangerousness, that pursuit was terminated. 

Even without chase, however, the operator traveled northerly in the southbound lanes of travel while crossing the Interstate 95 Piscataqua River Bridge from New Hampshire, into Maine.

Based upon those events, and ensuing investigation, the suspect vehicle was identified as a silver, 2018 Ford Escape.  The operator was also identified as 23-year-old Travis J. Moseley (no fixed address).  Warrants for Moseley’s arrest were obtained, of which he would be charged with numerous motor vehicle offenses, as well as Reckless Conduct (B Felony).  It was also revealed that Moseley did not hold a valid driver’s license.

Upon Moseley’s vehicle being located in Rochester on August 1, 2023, efforts were made to keep the vehicle contained within a parking lot.  With both Rochester Police and New Hampshire State Police on scene, Moseley was observed operating the vehicle and would intentionally collide with fully marked police cars from both jurisdictions.  He was able to navigate out of the parking lot and engage in another, multi-jurisdictional pursuit.  During this pursuit Moseley would throw items out of his own car, intending to further damage the involved police cars.

Moseley would continue into the State of Maine where New Hampshire State Police would hand-off the pursuit to Maine authorities.  After traveling through multiple towns in Maine, Moseley’s vehicle was neutralized as he returned to the southbound lanes of travel along Interstate 95 in York.  He was taken into custody without any further incident.  At his own request, Moseley was medically evaluated at the Portsmouth Regional Hospital where custody was exchanged to the New Hampshire State Police.  For his actions over the course of several days, Moseley is being held in preventative detention in the Rockingham County House of Corrections.  He is due in court on August 2, 2023, and will be charged with four counts of Reckless Conduct (B Felony), three counts of Disobeying a Police Officer (A misdemeanor), 3 counts of Operating After Suspension (violation), Criminal Mischief (B Felony), Resisting Arrest (A misdemeanor), and Conduct After an Accident (A misdemeanor).  These charges are spread among both, Rockingham County and Strafford County.
