CONCORD – Democrats parted with Republicans in the House Education Policy and Administration committee on a bill that would allow public school districts to contract with any approved private school, HB 768.
It will go on to the House with a 10-8 recommendation of ought to pass on House Bill 768.
Rep. Paul Terry, R-Alton, said it was his understanding that “this committee is looking with consistency to providing the greatest educational opportunities for the children in our state. This bill advances that principle and that commitment.”
But Rep. Peggy Balboni, D-Rye, disagreed.
“I do feel that there is a difference in the section of the law where it currently is and where it is being put that does actually change something significantly. And although I know the language has changed in response to a determination by the Supreme Court, I do know that there are two other cases currently pending on the Supreme Court right now that I would rather wait to find out what the outcome of those are. So, I will not be voting for it,” she said.
There will be both a minority report by the Republicans of ought to pass and a minority report of inexpedient to legislate by the Democrats.
The committee unanimously agreed 18-0 to recommend the death of HB 765 which looks to consolidate school districts and make a superintendent position elected and HB 695 related to school district grants.
Members said the bill’s SAU consolidation aspects are in HB 292 and it could be duplicative under HB 765. Concern was expressed by committee members for it possibly takes away local control and puts a superintendent in political campaigns.
